Mix paprika,coriander, cumin, cinnamon and cayenne in a small bowl. Heat oil in a large skillet, add paprika miture, garlic and onion and cook stirring constantly, until fragrant, about 30 seconds. Add tomato paste and cook, stirring constantly until darkened, about 1 minute. Stir in spinach, tomato, 1-1/2 cups water, salt and several grinds of pepper. Cover and bring to a simmer over medium high. Cook stirring occasionalyl and breaking up the spinach 3 to 4 mins.
Nestle fish in sauce and return to a simmer. Reduce heat and cook covered, until fish is cooked through and flakes easily with a fork, 5 - 10 minutes. Top with lemon zest and cilantro and serve with couscous.
